Evan Starr, Ph.D. is an economic consultant and nationally recognized researcher with extensive expertise in labor markets, human capital, statistical analysis, and a particular focus on the economic effects of noncompete and related employment agreements. Dr. Starr is a tenured Associate Professor of Management & Organization at the Robert H. Smith School of Business, University of Maryland where he teaches undergraduate, MBA, and Ph.D.-level courses related to strategic management and empirical methods.

Dr. Starr has provided expert testimony in court cases and to enforcement agencies and policy makers. Dr. Starr consults in a variety of areas, including:

  • No-poaching agreements
  • Employment restrictive covenants
  • Employee mobility and earnings
  • Statistical analysis
  • Survey design

Dr. Starr’s research examines issues at the intersection of labor markets, human capital, entrepreneurship, and technology, with a focus on employer-employee contracting practices related to postemployment restrictive covenants. His research has been covered in major news outlets including The New York Times, The Wall Street Journal, The Economist, NPR, Financial Times, and The Washington Post, and has been published in leading journals, including Management Science, Strategic Management Journal, Organization Science, Journal of Human Resources, Industrial and Labor Relations Review, The Journal of Law and Economics, and The Journal of Law, Economics, and Organization

Outside of teaching, Dr. Starr serves as an associate editor at the Strategic Management Journal and in the Organizational Department at Management Science. He earned a M.A. and Ph.D. in Economics from the University of Michigan, and holds a B.A. in Economics, summa cum laude, from Denison University.
